From the peach and pineapple notes in a chardonnay to the burnt rubber and mushroom odors that plague some cheaper wines, Betts covers the wine sensory gamut with humor and a refreshing simplicity.


"Until recently, wine has been more hoity-toity, not accessible to people," Betts, one of just 200 Master Wine Sommeliers, tells The Salt. "We're making it more inclusive. Wine is a grocery, not a luxury."


He came up with the idea of a scratch 'n' sniff guide late one night over a glass of wine, of course. "We were talking and realized that the wine world didn't need another tomb with glossy photos, maps and descriptions of wines you will never drink."


So he opted instead for something fun and perhaps even more useful. He steers clear of wine jargon that's meaningless to most of us, and strips down tasting concepts to their essential, so they're easier to remember.

Take, for instance, the infamous "wine aroma wheel." Developed by a researcher at the University of California, Davis, the original infographic lists about a hundred wine aromas, including not-so-common odors like tar, mousy and kerosene.


But Betts pares it down to just four categories: fruit, wood, Earth and other. He hits the nail on the head. Those few terms will get you far in the wine-tasting world.


So what about the scratch 'n' sniff elements? Unfortunately, the technology hasn't changed much in the past few decades and still isn't so great at recreating fruit smells.


When I sniffed the peach illustration, the artificial aroma immediately transported me back to my childhood bedroom in the early '80s, reading Richard Scarry's Lowly Worm. Clearly, the bouquet of Mr. Rabbit's fruit isn't exactly what you'll find in a 2011 sauvignon blanc.


But Betts says his goal isn't to replicate wine nuances exactly. "It's not about saying that this smell is the most faithful recreation of peach in a glass of wine," he says. "But the book gets you thinking about what you like and don't like — and talking about them in terms of vocabulary [readers] already have, not in 'wine speak.' "

"When we were hunter-gatherers, we depended on our smell so much for survival," Bett adds. "We need to tap back into that."


Some of the science in the book is also a little outdated. For instance, the tongue really isn't divided up into five sections for various tastes. And most flavor chemists would say that American oak has more vanilla odor than French oak does.


Still though, Betts has succeeded where others in the wine business have failed. He's taken a complex, overworked topic, and presented it in a innovative, inviting way. Mastering the ideas in the book won't turn you into a sommelier, but it will make drinking wine at dinner more fun.

US soldier honored after long dispute over Afghan battle


Washington (AFP) - President Barack Obama honored a former US Army captain on Tuesday after a long dispute that saw the soldier's nomination for the Medal of Honor stalled for years.


Captain William Swenson, 34, received America's highest military decoration at an emotional White House ceremony that follows a protracted argument over what happened in a ferocious battle four years ago in eastern Afghanistan.


Swenson, clad in a dark blue dress uniform, fought back tears as Obama paid tribute to fallen comrades who the officer tried to save after an ambush on September 8, 2009


The Medal of Honor citation praises Swenson's "extraordinary heroism above and beyond the call of duty" for risking his life repeatedly to rescue wounded soldiers and retrieve American troops killed on the battlefield.


Obama portrayed Swenson as a man of compassion, describing a recently released video from helicopter pilots that shows the Army captain helping a seriously wounded soldier onto a chopper.


"And then amidst the whipping wind and the deafening roar of the helicopter blades, he does something unexpected," Obama said.


"He leans in and kisses the wounded soldier on the head. A simple act of compassion and loyalty to a brother in arms."


Swenson is only the sixth living recipient to be given the Medal of Honor for the wars in Iraq or Afghanistan.


He was nominated for the Medal of Honor in December 2009, but Army officials said his paperwork was "lost."


His nomination was resubmitted in July 2011 by the then commander in Afghanistan, General John Allen.


Swenson's supporters allege commanders tried to discredit him and deny him the medal because he complained to military investigators that repeated requests for air strikes and artillery fire went unheeded.


The circumstances of the delayed decoration are now the subject of a Pentagon investigation.


Another soldier in the same battle, Corporal Dakota Meyer, received the Medal of Honor in September 2011. Swenson's description of events differs from Meyer's, and the two soldiers' lives have taken different paths.


Meyer has won fame with a book, while Swenson has been unemployed since leaving the military in 2011 after what he has called his "forced early retirement."


Tuesday's ceremony served as a partial vindication for Swenson, who has kept a low-profile in the years since one of the 12-year-old war's most notorious firefights.


"I have to say Will is a pretty low-key guy," Obama said. "His idea of a good time isn't a big ceremony like this one. He'd rather be somewhere up in the mountains or on a trail surrounded by cedar trees instead of cameras."


An official military account of the battle says “Swenson braved intense enemy fire, and willfully put his life in danger against the enemy’s main effort, multiple times, in service of his fallen and wounded comrades, his unit, his country, and his endangered Afghan partners.”


The harrowing six-hour clash in Kunar province saw 50 to 60 insurgents ambush Afghan troops and US military trainers at dawn as they arrived for planned meetings with local elders in the village of Ganjgal.


The Americans and Afghans faced a barrage of rocket-propelled grenades, mortar bombs and machinegun fire from insurgents who had been lying in wait in the hills of the rugged Ganjgal valley.


Five American and nine Afghan troops, as well as an Afghan translator, were killed. Two dozen Afghans and four Americans, including Swenson, were wounded.


A reporter with McClatchy Newspapers who accompanied the troops in the battle, Jonathan Landay, witnessed Swenson calling for air and artillery support on the radio as Taliban insurgents had the Americans pinned down behind a stone wall.


The artillery fire request was rejected by superiors who were following new rules designed to avoid civilian casualties, and US attack helicopters did not arrive for more than an hour.


A subsequent military investigation resulted in disciplinary action against two officers over their response to the attack.


The ceremony comes as the United States wraps up the war in Afghanistan, where the bulk of US combat forces are due to withdraw next year. But Obama reminded the audience there were still 51,000 American boots on the ground.

(AP) — Not even the pope was immune Thursday night as Stephen Colbert cracked one-liners and took digs at luminaries from politics, finance and the media at a Roman Catholic charity dinner in New York City that's perennially packed with big names.

Colbert, the satirical star of Comedy Central's "The Colbert Report," delivered his remarks at the Alfred E. Smith Memorial Foundation Dinner in the grand ballroom of the Waldorf-Astoria hotel in Manhattan, where he noted many great speakers — and probably a few bar mitzvah DJs — had appeared before him.

Over the course of 10 minutes, Colbert said New York Cardinal Timothy Dolan's outfit of robes and cap made him look like a "flamboyant Zorro," joked that former Secretary of State Henry Kissinger was dating a CNBC anchor, called Mayor Michael Bloomberg a "tiny man" and said the modest Pope Francis would've likely held the black-tie fundraiser at an iHop.

"I am proud to be America's most famous Catholic," Colbert declared, turning to Dolan, who was sitting next to him on a dais that included Gov. Andrew Cuomo, CBS anchor Scott Pelley and others. "And I'm sure the cardinal is thinking, 'Stephen, pride is a sin.' Well, cardinal, so is envy, so we're even."

Organizers said the 68th annual dinner raised $3 million to help needy children. Bank of America CEO Brian Moynihan was given an award.

Last year, during the 2012 presidential campaign, the annual affair was attended by candidate Mitt Romney and his rival, President Barack Obama.

But this year's event was noticeably absent of politicians currently seeking higher office. The two men running to replace Bloomberg in City Hall, Democrat Bill de Blasio and Republican Joe Lhota, did not attend.

Alfred E. Smith IV, the master of ceremonies and a great-grandson of former Gov. Al Smith, after whom the foundation and evening are named, noted the lack of candidates in his pre-dinner remarks, poking fun at a headline-grabbing New York primary campaign for mayor and comptroller that featured two scandal-scarred New York pols: Former U.S. Rep. Anthony Weiner and ex-Gov. Eliot Spitzer.

"Anthony Weiner's not here," Smith said to groans from the audience. "That's good."

About 1,000 people paid $1,500 apiece to attend the dinner, which Colbert referred to as "Catholic Thanksgiving" because it falls on the third Thursday of every October.

"It's like we all showed up at the same Halloween party dressed as the Monopoly guy," he said. "And you know that's kind of fitting because the Wall Street guys apparently have a get-out-of-jail free card."

In 2006, Colbert delivered the headline address at the White House Correspondents Dinner, but his scathing satire earned him a chilly response from then-President George W. Bush.

Elle Magazine's Melissa McCarthy Cover Draws Controversy

Elle Magazine has always been one to feature female models and actresses in flattering and sexy ways, but the high-end fashion mag's most recent issue, featuring "Identity Thief" all-star actress Melissa McCarthy, has garnered more than a little backlash from viewers and critics.


Big names such as Reese Witherspoon, Penelope Cruz and Shailene Woodley, have all shined as cover models in the past, wrapped in sexy yet stunning dresses and body-baring outfits.


However, Melissa's cover was not so flattering. Slate Magazine called McCarthy the Elle's “token plus-size cover girl,” whose coat is “so huge… she could hide her "Mike and Molly" co-star Billy Gardel underneath." The politics and culture magazine also accused Elle's photographer, saying, “Perhaps photographer Thomas Whiteside only knows how to photograph the usual stick insect models, because he clearly has no clue how to highlight McCarthy’s curves,” charged Slate."


Elle responded to the controversy, stating, "On all of our shoots, our stylists work with the stars to choose pieces they feel good in, and this is no different: Melissa loved this look, and is gorgeous on our cover. We are thrilled to honor her as one of our Women in Hollywood this year.”

Google Beats The Street In Q3 With $14.89B In Revenue, Net Income Of $2.97B, And EPS Of $10.74


Google’s Q3 2013 earnings report has just crossed the wires, and they’re better than expected. The company reported that over the past three months, it generated $14.89 billion in consolidated revenue and $2.97 billion in net income, as well as non-GAAP earnings of $10.74 per share.


According to Yahoo Finance, analysts expected the company to report about $14.8 billion in revenue for the quarter and earnings of $10.35 per share. Fortunately for the search and advertising giant, that’s a big change from last quarter. The company missed Wall Street’s EPS and revenue expectations during its last go-round.


Investors are already reacting to the news: Google’s share price at market close was 1 percent, but at time of writing it’s surged nearly six percent in after-hours trading.

More than a few people are keeping an eye on Google’s ad business, and more specifically the company’s cost per click. Online marketing firm The Search Agency reported the other day that it saw Google’s cost per click on the upswing, noting a 3.5 percent lift over the last quarter. Google’s new report points to something different though — specifically, it looks like CPC dipped 8 percent sequentially and 4 percent when compared to the year-ago quarter. That’s not exactly the sort of trend the company was looking to continue, as cost per click declined 6 percent sequentially back in Q2.


That advertising business is going to get a bit weirder in the coming weeks: Google has announced that it will use the photos and endorsements of its Google+ users to give some ads an extra boost of personal credibility. With that said, though, Google’s Enhanced Campaigns (which allow advertisers to devise a single ad campaign that can be deployed across multiple types of devices) should help the company cement its position in mobile. Meanwhile, Google’s paid clicks were up 26 percent year-over-year, and up 8 percent over the previous quarter.


This quarter also saw Google get a little bolder with hardware — its Motorola Mobility subsidiary released the customizable Moto X to generally positive reviews, and the curious $35 Chromecast dongle rocketed to the top of Amazon’s sales charts almost instantly. If anything, the former is a hair more interesting since the Motorola division has been posting loss after loss for the past few quarters, as well as dramatically trimming its headcount in a bid to cut costs. For now Motorola’s staff count seems to be holding steady, but the division only raked in $1.18 billion in revenue (or 8 percent of the total revenue pie) and reported a considerable $248 million operating loss.

Twitter preparing refresh of direct messages, may launch standalone messages app

Twitter appears to be planning a revamp of its direct messaging feature, possibly including the launch of a standalone application for the feature. Recently, the company began allowing people to receive direct messages from all users, should they choose, including those that they do not follow. But Twitter may also preparing a standalone app for direct messages, which could arrive later this year, according to All Things D:

But Twitter’s new vision for direct messages will go further. It has kicked around the idea of launching a standalone direct-messaging application separate from the Twitter app, according to three people familiar with the matter. It is unclear, however, what form the final revamp of direct messages will take.

Twitter is also preparing a major refresh of its mobile app for later this year, and its possible that direct messages will have a more prominent place then. It's quite a change from just a couple of years ago, when Twitter's app was redesigned, and direct messages moved, almost hidden away. Completely discontinuing direct messages was discussed at one point as well.

But Twitter seems to have caught on to the fact that users often want a way to message their friends privately. Messaging apps like WhatsApp are increasing in popularity, and Facebook has its own standalone messaging app. Twitter may be hoping that a renewed focus on direct messages will help solve its growth issues ahead of their upcoming IPO.

‘Minotauro’ on Palhares: ‘He has never thought of doing anything evil to any opponent’

Rousimar Palhares is finally receiving some support during the worst week of his career.


Released from the UFC after a controversial submission win over Mike Pierce at UFC Fight Night 29, "Toquinho" heard several promotions deny the possibility of hiring him even before he tries to make contact, and the leaders of his team decided to defend him.


"I can say that in our gym, ‘Toquinho’ has never hurt anyone," Rodrigo "Minotauro" Nogueira, the leader of Team Nogueira in Rio de Janeiro, stated in a release sent to MMAFighting.com. "He is a good person, excellent company and a man with a great character. I believe that he has never thought of doing anything evil to any opponent because this isn’t his conduct.


"I don’t question UFC’s decision because the people who are in control have a global view of the business and they understand it better than anyone in the whole business that involves our sport."


UFC president Dana White said that what Palhares’ did "was wrong and really despicable", and that’s why he decided to release him. The Brazilian, who was already suspended in the past for holding a submission too long, was suspended for 120 days by the Brazilian Athletic Comission (CABMMA) following his 31-second win at UFN 29.


"Minotauro", a jiu-jitsu expect with 21 submission victories, has never finished a fight with ankle locks or heel hooks, but he says the fighter needs to be "explosive" to get the win with attacks like these.


"It’s a dangerous position and the guy who applies it has to be explosive," he said. "At the time, you don’t look at the opponent. ‘Toquinho’ lost the position several times because he released the grip a little. It’s a position that you go with everything or you lose it. It’s a complicated situation. The referee needs to be aware and has to intervene in an energetic way."


Rogerio "Minotouro" Nogueira, "Minotauro’s" twin brother, defended his teammate as well.


"I've known Rousimar for years," "Minotouro" said. "As an athlete he’s a phenom, and as a person he’s loved by everyone, especially for his simplicity. Anyone who knows the history of his life will be enchanted with his modesty and dedication to the sport. ‘Toquinho’ was always the first to arrive and the last to leave the gym, always a great help to our athletes, and we’re sure he will continue to do so because Team Nogueira will always be by his side."

"The movie was about girls and friends and relationships and was showing kind of how our lives are so I think we knew a lot about it and I think we had almost too much fun," Efron told the crowd. It was great."

Senate Votes To Avoid Default, Open Government


WASHINGTON (AP) — Racing to meet a deadline, the Senate passed and sent to the House legislation Wednesday night to avoid a threatened national default and end the 16-day partial government shutdown along the strict terms set by President Barack Obama.


The vote was a bipartisan 81-18. Expected approval later in the evening in the House would clear it for Obama's signature — the final act in an epic political drama that put the economy's health at risk.


The legislation would permit the Treasury to borrow normally through Feb. 7 or perhaps a month longer, and fund the government through Jan. 15. More than two million federal workers would be paid — those who had remained on the job and those who had been furloughed.


At the White House, Obama hailed the Senate's vote. Once the measure reaches his desk, he said, "I will sign it immediately. We'll begin reopening our government immediately and we can begin to lift this cloud of uncertainty from our businesses and the American people."


The stock market surged higher at the prospect of an end to the crisis that also had threatened to shake confidence in the U.S. economy overseas.


The White House embraced the bill, worked out by the Senate's two party leaders, saying in a statement it would "protect the full faith and credit of the United States and end the government shutdown."


Republicans had other concerns. "We fought the good fight. We just didn't win," conceded House Speaker John Boehner as lawmakers lined up to vote on a bill that includes nothing for Republicans demanding to eradicate or scale back Obama's signature health care overhaul.


"The compromise we reached will provide our economy with the stability it desperately needs," said Senate Majority Leader Harry Reid, declaring that the nation "came to the brink of disaster" before sealing an agreement.


Senate Republican Leader Mitch McConnell, who negotiated the deal with Reid, emphasized that it preserved a round of spending cuts negotiated two years ago with Obama and Democrats. As a result, he said, "government spending has declined for two years in a row" for the first time since the Korean War. "And we're not going back on this agreement," he added.


Only a temporary truce, the measure set a timeframe of early next winter for the next likely clash between Obama and the Republicans over spending and borrowing.


But for now, government was lurching back to life. In one example, officials met to discuss plans for gearing back up at the Department of Housing and Urban Development, where 307 employees remained at work during the partial shutdown and more than 8,000 were furloughed.


After weeks of gridlock, the measure had support from the White House, most if not all Democrats in Congress and many Republicans fearful of the economic impact of a default.


Boehner and the rest of the top GOP leadership told their rank and file they would vote for the measure, and there was little or no doubt it would pass both houses and reach the White House in time for Obama's signature before the administration's 11:59 p.m. Oct. 17 deadline.


That was when Treasury Secretary Jacob Lew said the government would reach the current $16.7 trillion debt limit and could no longer borrow to meet its obligations.


Tea party-aligned lawmakers who triggered the shutdown that began on Oct. 1 said they would vote against the legislation. Significantly, though, Texas Sen. Ted Cruz and others agreed not to use the Senate's cumbersome 18th century rules to slow the bill's progress.


In remarks on the Senate floor, Cruz said the measure was "a terrible deal" and criticized fellow Republicans for lining up behind it.


McConnell made no mention of the polls showing that the shutdown and flirtation with default have sent Republicans' public approval plummeting and have left the party badly split nationally as well as in his home state of Kentucky. He received a prompt reminder, though.


"When the stakes are highest Mitch McConnell can always be counted on to sell out conservatives," said Matt Bevin, who is challenging the party leader from the right in a 2014 election primary.


More broadly, national tea party groups and their allies underscored the internal divide. The Club for Growth urged lawmakers to vote against the congressional measure, and said it would factor in the organization's decision when it decides which candidates to support in midterm elections next year.


"There are no significant changes to Obamacare, nothing on the other major entitlements that are racked with trillions in unfunded liabilities, and no meaningful spending cuts either. If this bill passes, Congress will kick the can down the road, yet again," the group said.


Even so, support for Boehner appeared solid inside his fractious rank and file. "There are no plots, plans or rumblings that I know of. And I was part of one in January, so I'd probably be on the whip list for that," said Rep. Thomas Massie of Kentucky.


The U.S. Chamber of Commerce came out in favor of the bill.


Simplicity at the end, there was next to nothing in the agreement beyond authorization for the Treasury to resume borrowing and funding for the government to reopen.


House and Senate negotiators are to meet this fall to see if progress is possible on a broad deficit-reduction compromise of the type that has proved elusive in the current era of divided government.


Additionally, Health and Human Services Secretary Kathleen Sebelius is to be required to produce a report stating that her agency is capable of verifying the incomes of individuals who apply for federal subsidies under the health care law known as Obamacare.


Obama had insisted repeatedly he would not pay "ransom" by yielding to Republican demands for significant changes to the health care overhaul in exchange for funding the government and permitting Treasury the borrowing latitude to pay the nation's bills.


Other issues fell by the wayside in a final deal, including a Republican proposal for the suspension of a medical device tax in Obamacare and a Democratic call to delay a fee on companies for everyone who receives health coverage under an employer-sponsored plan.


The gradual withering of Republicans' Obamacare-related demands defined the arc of the struggle that has occupied virtually all of Congress' time for the past three weeks.


The shutdown began on Oct. 1 after Cruz and his tea party allies in the House demanded the defunding of the health care law as a trade for providing essential government funding.


Obama and Reid refused, then refused again and again as Boehner gradually scaled back Republican demands.


The shutdown initially idled about 800,000 workers, but that soon fell to about 350,000 after Congress agreed to let furloughed Pentagon employees return to work. While there was widespread inconvenience, the mail was delivered, Medicare continued to pay doctors who treated seniors and there was no interruption in Social Security benefits.


Still, national parks were closed to the detriment of tourists and local businesses, government research scientists were sent home and Food and Drug Administration inspectors worked only sporadically.


Obama and Boehner both came to the same conclusion — that they would allow the shutdown to persist for two weeks, until it became politically possible to reopen government and address the threat of default at the same time.


As Republican polls sank, Boehner refused to let the House vote on legislation to reopen the entire government, insisting on a piecemeal approach that the White House and Reid rejected as insufficient.


As the Oct. 17 debt-limit deadline approached, there were warnings from European officials as well as Cabinet members and bankers in this country that failure to raise the debt limit invited an economic disaster far worse than the near-meltdown of 2008.


On Tuesday, the Fitch credit rating agency said it was reviewing its AAA rating on U.S. government debt for possible downgrade.


By then, the endgame was underway.


Late last week, Obama met with Boehner and House Republicans at the White House. The session resulted in brief follow-up talks in which GOP aides suggested easing the across-the-board spending cuts in exchange for changes in benefit programs such as making Medicare more expensive for better-off beneficiaries.


After that faltered, Reid and McConnell announced over the weekend they were seeking a deal to solve the crises, and expressed hope they could quickly come to an agreement.


That effort was suspended on Tuesday, a day of suspense in which Boehner made one last stab at a conservatives' solution. When his rank and file refused to coalesce around any proposal, he gave up and McConnell and Reid returned to their labors.

UniCredit CEO confirms Bank of Italy's loan audit


ROME (Reuters) - The head of UniCredit confirmed on Wednesday the Bank of Italy was conducting an audit of the loan book of Italy's biggest bank by assets, after sources told Reuters the regulator was examining the loans of Italy's top two lenders.


"(This is) routine," UniCredit Chief Executive Federico Ghizzoni told reporters in answer to a question on a loan review being conducted by the central bank.


He did not give other details as he was leaving a meeting of the Italian banking association' steering committee.


On Tuesday, banking sources said the Bank of Italy was combing the loan portfolios of Intesa Sanpaolo and UniCredit in its push to tidy their balance sheets ahead of a sector check up by the European Central Bank next year.

Apple to trim iPhone 5C orders this quarter, says report

The iPhone 5S has proven to be a hot commodity. The iPhone 5C? Not so much, at least according to a new report.


Apple has told two of its iPhone suppliers that it plans to cut orders for the 5C this quarter, The Wall Street Journal reported Wednesday.


Citing information from "people familiar with the situation," the Journal reported that supplier Pegatron was told that 5C orders would be trimmed by less than 20 percent. Hon Hai, aka Foxconn, was informed that orders would be reduced by a third. Pegatron assembles around two-thirds of 5C units, according to analysts, with Foxconn accounting for the rest.


So, does this latest item signal doom and gloom for Apple? Not really.


To be sure, the 5C isn't exactly heating up the consumer market. Apple dashed hopes of a truly low-cost phone that could compete internationally when it revealed that the nonsubsidized price of the 5C would be $550. Even at a subsidized cost of $99 with a two-year contract, the 5C has undergone price chops from Walmart, Target, and other retailers.


But the 5C order cuts don't necessarily translate directly into feeble consumer demand. Apple has in the past trimmed orders from suppliers for different reasons. And at the same time Apple plans to reduce 5C orders, it will raise them for the higher-end and more profitable 5S this quarter, according to Foxconn executives.

Oxford's Library Chooses Its First New Chair Design Since 1936


Oxford's Bodleian library—aka the Bod—is one of England's largest libraries, a 414-year-old research hub steeped in tradition and history. For example, only three types of chair have ever been designed for use inside its walls. Until now, that is: According to Co.Design, the library has chosen a fourth design to replace its older models.


Why is the Bod choosing to inaugurate a new chair now, 77 years after its last model was designed? Because one of its buildings is currently undergoing a major renovation—and each major revamp has seen the introduction of a new chair. In other words, it's tradition. After launching a UK-wide call for designs in 2012, the library whittled 60 entries down to six—and finally, they chose a winner: A three-legged wooden chair submitted by London designers Edward Barber and Jay Osgerby.


Barber and Osgerby's design is a response to a fascinating set of requirements. First of all, the Bod is primarily a reference library—which means that the way people work within it hasn't changed terribly much for centuries (there are no computers, for example, and no photocopying is allowed lest it damage the books). So the chair needed to be sturdy and absolutely silent (no moving parts!), but also allow 120 degree maneuverability for scholars working with rare and fragile books. That explains the low armrests and slight lip at the base, which will let readers rock gently forward. What's more, many readers will sit for as long as 12 hours—so ergonomics were key.


The new chairs won't arrive until next year, but it must be an amazing feeling to know that something you designed will likely be used for centuries to come. Italian government approves 2014 budget

MILAN (AP) — The Italian government has approved a 2014 budget with spending and tax cuts aimed at returning Italy's economy to growth and bringing it under the EU budget deficit ceiling.


Prime Minister Enrico Letta told reporters Tuesday that the budget includes "a significant reduction in taxes for families, workers and businesses." He says Italy's budget deficit would reach 2.5 percent of GDP by 2014, below the EU ceiling of 3 percent, with reductions in its stubbornly high public debt each of the next three years.


The budget includes 14.6 billion euros ($19.7 billion) in tax cuts from 2014-2016, including 5 billion euros for workers and 5.6 billion euros for businesses.


Italy faced a Tuesday deadline to submit the budget to the European Commission.

Tina Fey, Amy Poehler back as Golden Globes hosts

NEW YORK (AP) — The duo of Tina Fey and Amy Poehler proved such a success at hosting the Golden Globes in January that they've been signed up for the same job for the next two years.


NBC, the Hollywood Foreign Press Association and producers of the Golden Globes announced the unusual two-year commitment on Tuesday. Next year's Golden Globes will be held in Beverly Hills, Calif., on Jan. 12.


Allen Shapiro, CEO of Dick Clark Productions, said the former "Saturday Night Live" chums have "a truly unique chemistry making them one of the most talented and captivating pairings of all time."


They were bathed in critical love for their performance this year, with The Associated Press critic Frazier Moore calling them "the night's biggest winners." They got laughs without being polarizing, as was the case with predecessor Ricky Gervais. Poehler even poked fun during the show at the Hollywood debate over whether Gervais was too hard-edged in mocking Hollywood stars.


"We want to assure you that we have no intention of being edgy or offensive tonight," said Poehler, star of the NBC sitcom "Parks and Recreation." "Because, as Ricky learned the hard way, when you run afoul of the Hollywood Foreign Press, they make you host this show two more times!"


Fey, whose NBC comedy "30 Rock" ended this year, and Poehler were both nominated for best actress in a comedy or musical but lost to Lena Dunham, star of HBO's "Girls."


More important than critical support, Fey and Poehler were good for business. The Golden Globes had their best ratings in six years for the most recent presentation, and were up 17 percent over the 2012 show.

WASHINGTON (AP) — After weeks of stubborn gridlock, the Senate's top two leaders raced to reach an agreement Monday that could head off a first-ever U.S. Treasury default threatened for midweek and end the 14-day partial government shutdown.

The stock market turned positive on bullish predictions from the two longtime antagonists at the center of the talks, Majority Leader Harry Reid for the Democrats Republican leader Mitch McConnell for the GOP.

The two men met twice before midafternoon, their sessions sandwiched around a White House announcement that President Barack Obama was calling them and the party leaders in the House for the second time in less than a week to discuss the economy-threatening crises. The meeting was subsequently postponed to give the two lawmakers more time to work.

Visiting a charity not far from the White House, Obama blended optimism with a slap at Republicans.

"My hope is that a spirit of cooperation will move us forward over the next few hours," he said. And yet, he added, "If we don't start making some real progress both in the House and the Senate, and if Republicans aren't willing to set aside some of their partisan concerns in order to do what's right for the country, we stand a good chance of defaulting."

Any legislation would require passage in the Senate and also in the House, where a large faction of tea party-aligned lawmakers precipitated the shutdown two weeks ago despite the efforts of both McConnell and Republican Speaker John Boehner. In the days since, polls show a marked deterioration in public support for the GOP.

McConnell also met with Boehner during the afternoon.

Officials said Reid and McConnell were discussing legislation to raise the government's $16.7 trillion debt limit until spring, staving off the possible default. It was not clear if that would permit Treasury Secretary Jacob Lew to employ a series of steps that could add additional months to the extension, as administrations in both parties have done in recent years.

In addition to approving legislation to fund the government until late this year, Reid and McConnell considered appointment of House and Senate negotiators to seek a deficit-reduction agreement that could ease or eliminate a new round of automatic federal spending cuts scheduled to begin in January. While the current round of these cuts fell on both domestic programs and the military, the upcoming reductions would hit primarily the Pentagon.

Also under discussion, officials said, was a possible tightening in income verification requirements for individuals who qualify for subsidies under the health care law known as Obamacare.

Separately, Democrats were resisting a Republican-backed proposal to suspend a medical device tax that was enacted as part of the health care law. The tax is widely unpopular among lawmakers in both parties, and the outcome of that disagreement remained unclear.

The officials spoke on condition of anonymity, saying they were not authorized to comment on the private discussions.

Treasury Secretary Jack Lew has told Congress the deadline for raising the debt limit is Oct. 17.

He, the president and a wide array of economists, bankers and politicians in both parties — at home and backed by world leaders — have all warned that default could have catastrophic consequences for both the domestic and global economies.

The doubters alternatively say no default will occur or that if it does, it won't be the calamity that others claim.

But after holding center stage for much of the current impasse, there was little doubt that they had been shunted aside as Reid and McConnell worked toward an agreement.

As the Senate opened for business on Monday, Reid said he was "very optimistic we will reach an agreement this week that's reasonable in nature."

Moments later, Republican leader McConnell seconded his assessment.

"We have had an opportunity over the last couple of days to have some very constructive exchanges of views about how to move forward. Those discussions continue, and I share (the) optimism that we're going to get a result that will be acceptable to both sides," he said.

In announcing the lawmakers' meeting with Obama, the White House said the president would repeat a vow he has made consistently in recent weeks: "We will not pay a ransom for Congress reopening the government and raising the debt limit."

The prospect of a default and the possibility of a follow-on recession largely overshadowed the partial government shutdown that has furloughed 350,000 federal workers. Government research labs have been affected, veterans' services curtailed and much of the Occupational Safety and Health Organization shuttered.

With federal parks off-limits to visitors, the impact on tourism prompted several governors to petition Interior Secretary Sally Jewell successfully to permit the states to finance some reopenings.

The shutdown began on Oct. 1, at the beginning of the budget year, after the House adopted a strategy of conditioning broad federal spending legislation to a proposal to starve the three-year-old health care law of funding.

The president and Democrats refused, and the long struggle began, merging quickly with the fast-approaching deadline for a debt limit increase.

In the two weeks since, public opinion polls have charted a steady decline in Republican approval ratings, and an increase in the view that the party's lawmakers are acting out of political motivation.

The shutdown has proved problematic for the GOP in the Virginia governor's race, which is on the ballot this fall. Public opinion polls show the Democrat, Terry McAuliffe, ahead of Republican Ken Cuccinelli, who is caught between tea party supporters on the one side and the public's general unhappiness on the other, magnified by the large presence of federal workers in the state.

Democrats hope for that situation to repeat itself nationwide in a year's time, when control of both houses of Congress will be at stake.

For now, though, the fear of economic harm produced warnings from around the globe that the United States must not permit a default.

Christine Lagarde, the International Monetary Fund's managing director, spoke with concern about the disruption and uncertainty on Sunday, warning of "a risk of tipping, yet again, into recession" after the fitful recovery from 2008.
